These state avail themselves of benfit of debt swapping and debt relief schemes.

30% of planned expenditure.
Unspent money does not lapse.
Does how many states have Special Status??
Till now the special status have been given to 11 states. They are Arunachal Pradesh, Assam, Meghalaya, Manipur, Mizoram, Nagaland, Sikkim, Tripura, Uttarakhand, Himachal Pradesh, and Jammu & Kashmir.
What is a Special Package?
A Special Package is nothing but which gives directly in the form of some quantity like cash, tenders, Infrastructure, and for developing a state quickly. If a state CM (Chief Minister) sends the wish list which they require to develop their state and they are ready to give directly is called a Package.
When does the reorganization has been happened to Andhra Pradesh?
On 2nd June,2014 under Andhra Pradesh reorganization Act, 2014. At the time of passing the PM (Prime Minister) Man Mohan Singh announced the residual of AP will be given special status for five years and the opposition party BJP also started telling it will extend upto five more years if they form the government at the Centre. After the elections the BJP has comes to true and the Special Status have been cancelled by the BJP party and announces we are ready to give Special Package only.
Does AP (Andhra Pradesh) state gets a Special Package or Special Status:
Till now every one in the AP thinks about only the Special Status but not about the Special package. On September 8, 2016 the Central Government has declared that they are ready to give in the form of only the Package but not the Special Status.
The Centre however is said to have assured the state government that the special package will be nothing less than the special status barring the phrase. If we see inn the North Eastren states they have special status but what great benfits did they get? I am ready to get enlighted on this. And Therefore the AP CM(Central Minister) Nara Chandra Babu Naidu garu is ready to accept for the special package if it delivered better benfits than the Special Status.
On the other the wish list has been ready including the setting up a new railway zone at Visakhapatnam, Polavaram multi project, industrial incentives with legal safe guards and total revenue deficit caused to the state during the bifurcation.
Hetric Parleys were held between the state and the Central Government representatives on what should be granted to AP.
ANDHRA PRADESH AND ITS STATES:
Chandra Babu received an invitation from the UUDM (Union Urban Development Minister) Venkaih Naidu to fly down to Delhi to Finalise about the special package before the Finance Minister Arun Jetley announces about the Package. Initially in the emergency meeting with the cabinet members and government officails here, Chandra Babu Naidu reportedly put his foot down to the special package offer and sent a word to the New Delhi leaders that there is no compromise about the Special Status.
But with the Centre not Budging on this the Chief Minister had to eventually accept the special package offer with required changes.
